NPDES Phase II Post-Construction Stormwater Program Implementation

The following apply to development or redevelopment projects. They are designed to provide compliance with the Town's federally mandated National Pollutant Discharge Elimination System Phase II Stormwater Program.

Additional Stormwater BMP design resource information is available in the state Manual of Stormwater Best Management Practices from the Division of Water Quality in the N.C. Department of Environment and Natural Resources.

Natural Resources Inventory Required

The Town requires a Natural Resources Inventory for new and redevelopment projects. Please bring a completed inventory form and supporting documents to concept meetings with the Engineering Department.

This information will help determine natural resource requirements such as a flood study and stormwater and environmental plan requirements of the initial development petition.

If you have already attended your concept meeting and are preparing your first development petition, contact Heather Keefer at (919) 557-3938 or at stormwater@hollyspringsnc.us. This applies to major residential subdivision plans, master plans, special exception uses, development plans and planned unit development master plans.

Secondary and Cumulative Impacts Master Mitigation Plan - The Town of Holly Springs has developed the plan. The objective is to provide a holistic review of environmental impacts associated with planned land use changes and infrastructure projects that are required to accommodate future population growth.

The plan identifies the growth-related environmental impacts associated with Town plans for expanding water, sewer and transportation facilities, and the programs in place that mitigate the identified impacts.
