Engineering Department

Welcome to the Town of Holly Springs Engineering Department web page. Call (919) 557-3938 to reach the department by telephone.

The Engineering Department oversees the design and construction of Town infrastructure projects, mainly including:

  • Water, wastewater, transportation, environmental and drainage projects
  • Review and approval of both preliminary plans and construction drawings for development projects (Annual holiday schedule for plan submittal and review)
  • Inspection of development sites
  • Development and administration of engineering design standards, environmental standards and other related ordinances and policy statements to guide new development.

The department also provides professional and technical expertise on operations-related issues. We welcome any questions or comments you may have about our projects policies, procedures and operations.

New Forms Required in 2008

New or updated forms that must be used include the N.C. Division of Water Quality's Fast-Track Application for Gravity Sewers, Pump Stations & Force Mains and also Flow Tracking/Acceptance for Sewer Extension Permit Applications.

Construction

The Construction Zone section has scheduling and other details for road projects, utility projects and other engineering works around Holly Springs. The Engineering Department holds preconstruction meetings for all new developments just before they actually begin construction.

Design Standards & Specifications

Section 4 of the Town's Engineering Design and Construction Standards has been updated for consistency with the N.C. Erosion Control Planning and Design Manual. Local erosion and sediment control programs must be as restrictive as state requirements.

Changes to Town regulations include the size and types of sediment basins. Most Town standards did not change since they are more restrictive than the state's minimum design criteria.

Secondary and Cumulative Impacts Master Mitigation Plan

The objective of the Secondary and Cumulative Impacts Master Mitigation Plan is to provide a holistic review of the environmental impacts associated with planned land use changes and infrastructure projects required to accommodate future population growth.

The plan identifies the growth-related environmental impacts associated with the Town's plans for expanding water, sewer and transportation facilities, and the programs in place that mitigate the identified impacts.
